Default Tailgate 98.5 now True Oldies Channel 1040 AM and 98.5 FM

That didn't last too long. The Tailgate was down for maybe 9 months before slamming back shut to go oldies. KCBR 1040 sounds like they are on Critical Hours power level of 2000 watts all day long instead of the full 15 kW daytime level. Sounds like a good business move to me, as long as they file an STA and then a CP to keep it nice and legal. 500 watts on 1040 might make even more sense.
