FCC awards 2 Low-Power FM licenses in Colorado
Since November, when the FCC closed its application window for new Low-Power FM stations, they have been going thru the applications quickly. Now they are starting to award LPFM Construction Permits, including 2 in rural Colorado.
A CP has been awarded to Archimedes Archival in Ft. Morgan, for 100 watts on 97.1. And, what do they think Ft Morgan wants to hear? How about an all-gaming format! Their application says, verbatim, “we love to play video games and want to share that withothers so much of our programming will include conversations both live and re4orded about our gaming experreinces.” I guess proofreaders aren’t needed to win an FCC license.
DJMH Incorporated in La Junta won a CP for 100 watts on 102.1. Their application is a more traditional-sounding version of community radio, thru “partnerships with area schools, college, medical community and businesses to provide a variety of programs focused on the challenges faced by the community and individuals within the community.”
The FCC has been tackling first the LPFM applications for channels with no competitors, or “singletons”, usually in the rural areas. Soon the FCC will get to the singleton applicants in the urban areas. The Colorado Independent’s application for 96.1 in Denver is a likely candidate for a CP.
Then the battles among competitive applicants have to be sorted out. In Central Denver, 3 groups have filed for 104.7. In Northeast Denver/Aurora, 4 applicants all want a station on 93.9. 2 groups seek 95.1 in the Boulder/Louisville area. 2 groups (one of them being Regis University) have filed for 97.9 in Westminster. And 2 churches in Castle Rock are competing for 93.9. The FCC has given all competitive applicants until mid-February to come with a settlement among themselves, such as a time-sharing arrangement. After that, the FCC may impose a settlement.
License challenges could also happen. Petitions to Deny have already been filed against singleton applications for 97.7 in central Denver and 103.9 in South Denver. The petitions were filed by the community radio advocacy group Common Frequency, against the Texas-based Hispanic Christian Community Network, which has mass-filed 245 applications across the country. The petitions claim that the applicant is not truly local.

If an applicant wins a CP, they have 18 months to build their new station or request an extension.

Thanks for the info!
I've been watching the status of the 245 LPFM apps by Cesar Guel on the Rec site. Guel has a few LPFM apps submitted here in the Denver area. As stated in the link above, "Prometheus Radio Project filed Informal Objections against a number of applications, including one for a Guel-penned application for South Denver Community Radio. In its objection, Prometheus states that the application is “fraudulent” and that South Denver Community Radio is not a local, Denver non-profit."
