From Radio Insight: The National Association of Broadcasters (NAB) has released new broadcast station self-inspection guides for FM and television stations. These two guides assist broadcasters in conducting a self-inspection of their stations. Guides for AM, low-power and translator stations are expected to be released soon. NAB joined with the Society of Broadcast Engineers (SBE) to provide up-to-date, standardized guidance toward compliance with FCC rules and policies. Up until 2003, the FCC published self-inspection checklists, but has ceased updating them although rules and policies have changed since that time. The guides are also intended to be used by contract inspectors who are part of the Alternative Broadcast Inspection Program, which are contracted by most state broadcaster associations. Availability of the self-inspection guides will be announced at NAB Show at a joint NAB/SBE session on Tuesday, April 16, 3:30 ? 4:30 p.m. at the Connect Zone Conversation Corner (LVCC West Hall, W3943), ?FCC Enforcement ? New Self-Inspection Guides Can Help Your Station Avoid Fines.? Representatives from NAB, the National Alliance of State Broadcasters Association (NASBA) and SBE will present the new guides and will be available to answer questions. The guides will initially be a free member benefit to NAB and SBE members. The guides will be available for download from the NAB website under the Membership / Member Tools / Member Downloads tab as well as from SBE. ?NAB is excited to announce these self-inspection guides as a benefit to both NAB and SBE members,? said Robert Weller, vice president for spectrum policy at NAB. ?The success of this project was possible through close collaboration between our organizations and demonstrates the commitment of broadcasters to proper station operation.? more

From Radio Insight: Global Music Rights has announced a settlement has been reache in its multi-million dollar lawsuit against Lyndonville VT based Vermont Broadcast Associates for “the station group?s repeated and willful infringement of copyrighted songs licensed by GMR”. GMR and VBA state “they are pleased to have reached an agreement, which includes a long-term GMR license entered into between the parties, as well as settlement of past alleged infringements”. Vermont Broadcast Associates owns seven stations in northeastern Vermont. In the lawsuit, GMR had stated that “Prior to filing the lawsuit, GMR repeatedly offered a license to VBA. When GMR received no response, GMR sent a cease-and-desist letter to VBA. VBA blatantly ignored the license offers and cease-and-desist letter and continued to knowingly play popular songs by GMR?s clients without a license. GMR?s outside counsel, O?Melveny & Myers, subsequently sent VBA infringement notices. VBA took no action to stop performing the GMR songs, settle its prior infringements, or enter into a license with GMR. Left with no other recourse, GMR filed a copyright infringement lawsuit against VBA this week to protect the rights of GMR?s songwriters and composers.” GMR?s General Counsel, Emio Zizza, commented, ?We are dedicated to protecting the rights of GMR songwriters and composers, and ensuring entities publicly performing their works are appropriately licensed. Through this lawsuit, we have accomplished those endeavors, and look forward to our go-forward licensing relationship with VBA.? more

From Radio Insight: Xperi’s DTS Autostage has released its first log of the most listened-to-songs in vehicles using its platform for the year in 2023 and during the first quarter of 2024. The new Song Impact Report comes from the analytics provided by the DTS AutoStage Broadcaster Portal, which provides stations with insights into where their audiences are listening, when they are listening, how long they are listening and the content they enjoy the most from vehicles equipped with the platform. For the first three months of 2024 the most listened to song in the United States was Jack Harlow’s ?Lovin on Me? after Taylor Swift’s “Cruel Summer” *led both the US and internationally for 2023. Swift fell to number three in Q1 with Dua Lipa’s “Houdini” leading the global chart. Tate McRae’s “Greedy” was number two on both listings. Top Five Most Listened-To Songs In-Vehicle Global Q1 2024* **** Artist Song Dua Lipa ?Houdini? Tate McRae ?Greedy? Taylor Swift ?Cruel Summer? Jack Harlow ?Lovin on Me ? Tyla ?Water? Xperi SVP/Broadcast Joe D’Angelo stated, “These lists chart actual sessions by in-vehicle radio listeners and are just the opening salvo of our data insights for broadcasters, which go deep into where, when and what in-vehicle listeners are enjoying, including listener heat maps and the songs, ads and program segments listeners enjoy the most. And, because we can track radio plays for songs across all our global radio station partners, we?re able to analyze specific scenarios and trends. For example, how a song might be breaking and how the audience is responding.? The company also spotlighted the 2023 growth of Luke Combs’ cover of Tracy Chapman’s “Fast Car” as it became the fifth most listened to song in the United States. *Xperi notes that the song started receiving some early spins in March ahead of its official release in April 2023. It took just five weeks to break into the Top 100 and hit #1 the week of July 24. By the time it hit #1, it had already been heard by listeners in AutoStage enabled cars 650,000 times over 1100 different radio stations. By the end of 2023, it had been heard over four million times. They also note that Chapman’s original version jumped to 292 most played the week she performed with Combs at the Grammy’s in February. D’Angelo added, “The radio industry has long reported spins, which provided some measure of a song?s performance, but in today?s digital age, it?s really all about the listener and how they are responding to new music. For the first time, broadcast radio program directors and record promoters can access near real-time information about how a song is actually landing with the audience and if engagement is building, waning or flattening. This information is critical as both industries make decisions regarding programming, rotations and artist promotions.” Stations are able to access the DTS AutoStage Broadcaster Portal at no cost, whether or not the broadcast digitally or not through the Xperi DTS AutoStage Broadcaster portal. From Radio Insight: FCC ActionsSpanish Broadcasting System’s Spanish CHR “Mega 96.3” KXOL-FM Los Angeles has been issued a proposed forfeiture of $8,000 for violating the FCC’s contest regulations. A complaint sent to the commission alleged that KXOL-FM failed to award a $396 cash prize tia a winner un a timely manner. The person won a contest in October 24, 2019 and the contest terms stated the winner would be issued their prize within 30 business days of them completing all necessary documents. They completed the documents on January 16, 2020, but did not receive their winnings until May 2021. SBS admitted in the FCC investigations that there was an “undue delay” in issuing the prizes from the “Mega Bomba” contest that ran from July 18 to October 25 of 2019. SBS stated that the delay was caused by three circumstances: 1) They lost the ability to process payments at the on-set of the COVID-19 pandemic and transition to work-from-home, 2) A ransomware attack that disabled their corporate IT systems from OCtober 2020 to March 2021, and the lack of necessary staff following the ransomware attack. The FCC has upheld its proposed $16,500 penalty against against Shelby Broadcast Associates? 98.3 W252BE Tarrant AL following petitions to deny against its license renewal and proposed 2020 sale to Riviera Communications for willfully and repeatedly operating the translator at variance from its license without authorization, willfully failing to timely file for special temporary authorization, and willfully failing to disclose material information regarding such unauthorized operation. The FCC notds that W252BE has operated with parameters at variance from its authorization since November 8, 2015 which have been unauthorized since its STA expired on November 19, 2016. Another STA was filed for in 2018 with Shelby later admitting that both STAs were filed with ?inaccurate technical information? as it was operating with an incorrect antenna height. Shelby also certified in its renewal application that ?there had been no violations by the licensee? during its previous term. Shelby then submitted a response where it did not dispute it violated the FCC’s rules but agrued that the fine should be cancelled or reduced based on its inability to pay as the amount is significant in comparison to their gross revenue and expenses submitting tax returms from 2020-2022 in their defense. Thae FCC noted that “substantial economic gain” is a factor that warrants upward adjustment of a penalty stating that Shelby has a pending sale to Riviera Communications for$184,000, which makes the fine only 8.9% of the purchase price Pirate ActionsNotices of Illegal Pirate Radio Broadcasting have been issued to Donald and Theresa Bell of Beacon NY for a pirate signal on 88.5 Beacon and to Cesar Ascarrunz of San Francisco CA for a pirate signal on 89.7 San Francisco CA. From Radio Insight: A pair of Caribbean programmers who had been leasing time on 93.5 WVIP-FM New Rochelle NY until its sale to Hope Media Group last summer are returning to New York radio. “Caribstar Radio” has launched on iHeartMedia’s 103.5 WKTU-HD3 Lake Success. The station is also heard on 1240 WGBB/95.9 W240DF Freeport on Long Island. Co-founder Bobby Clarke says, “CaribStar Radio brings a fresh, dynamic approach to Caribbean broadcasting, building on the esteemed legacy of Irie Jam Radio, which celebrated its 30th anniversary in 2023. CaribStar Radio is not just a continuation of a legacy; it?s a new chapter in uniting the Caribbean Diaspora.” “Roadblock Radio” will then launch on Audacy’s 101.1 WCBS-FM-HD3 on May 1 replacing “Scott Shannon’s True Oldies Channel“. Part of a business that includes a record store and marketing company, the station also promotes the New Jersey Reggae Festival. CEO Kacy ‘G City’ Rankine commented, “When I heard that WVIP, 93.5 FM was sold, I realized there was a void in Caribbean radio here in the tri-state area. I sent out a few proposals then. Out of the blue, God sent me an angel.” more

From Radio Insight: A veteran major-market CHR programmer. A TV weatherman. A small-market consultant. A 21-year-old college student.* Brian Burns, Gary Begin, Allan Nosoff, and Justin Walters are all longtime Ross on Radio readers who have been in the process of developing new formats over the past year or two. This week, they?re getting a chance to pitch their formats in their own words. (It?s not quite Shark Tank style; any judging is being left to the readers.)* Burn?s Yummy Hits and Walters? Young Classics already exist as radio stations and are available to stream. Begin?s Classic Hits and Adult Standards/Smooth Jazz format demos are included here, as well as Nosoff?s contemporary take on Smooth Jazz. BRIAN BURNS: YUMMY HITSMajor-market programming veteran Brian Burns began streaming Yummy Hits in 2022. The station is owned by Dennis Porebski, with whom Burns has been friends since working together at WKSE (Kiss 98.5) Buffalo in the ?90s. ?Yummy?s format is a hybrid CHR with a strong emphasis on Latin crossovers. With Latinos accounting for 55% of a 4,000,000 population in the Miami/Ft. Lauderdale metro, Shakira, Karol G., Pitbull, and Bad Bunny are core artists in sales and airplay. Combined with a strong female pop library of currents and gold, Yummy Hits has a unique Miami identity compared to its terrestrial counterparts, supporting their branding statement, Pure Miami! ?Yummy’s library also includes heavily streamed core-artist tracks that were not necessarily record-company singles, but are familiar to its core-listener target demographics, as reflected in its sample hour. ?The imaging is written around an audio ?sense of taste? branding with hyper-local references, and voiced by national voiceover guru Jon Carter, complemented with a Reel World jingle package. The Yummy Hits website is a balance of local events, artist news and gossip, and Yummy recipes. Yummy touts 59 minutes of music each hour, countering terrestrial stations that often exceed 10 minutes of commercials hourly. ?Yummy Hits can be found on all the major streaming platforms, its own phone app for Apple and Android, and through its website. Based on proprietary data, Yummy Hits outstreams its corporate format competitors, as well as most terrestrial streamers in the Miami market.? Here?s a sample hour of Yummy: Jack Harlow, ?Lovin? on Me?* Taylor Swift, ?Cruel Summer? Karol G & Peso Pluma, ?Qlona? Benson Boone, ?Beautiful Things? Rihanna, ?Disturbia? Tate McRae, ?Greedy? Kevin Lyttle, ?Turn Me On? Beyonc?, ?Texas Hold ?Em? Dua Lipa, ?Physical? Teddy Swims, ?Lose Control? Sean Paul (f/Alexis Jordan), ?Got 2 Luv U? Selena Gomez, ?Love On? Harry Styles, ?Late Night Talking? Tini, Becky G & Anitta, ?La Loto? Muni Long, ?Made for Me? Metro Boomin? (w/the Weeknd & 21 Savage), ?Creepin?? Camila Cabello, ?Cryin? in the Club? Tyla, ?Water? Listen to Yummy here. ALLAN NOSOFF: CD101.9Nosoff is a New York-area meteorologist. Over the last few years, he?s been rethinking the Smooth Jazz format for the streaming age, using the name of New York?s former CD101.9 as the handle. ?In today’s radio/audio medium, the biggest constant is change. There have been numerous changes in the platforms, listener habits, social media, and much more surrounding radio. That is why it is really important to NOT be stuck in the mid-2000s pre-PPM mindset that helped cause the Smooth Jazz radio format’s demise. ?One new trend to embrace is the blurring of format lines, which the original Smooth Jazz format did not. That helped contribute to its demise, as stations did not embrace other ?smooth? or ?groovy? artists. KTWV (94.7 The Wave) Los Angeles initially failed in this transition until pivoting to that is now successful in L.A. Some of this blurring is currently happening at CIWV (Wave 98.3) Vancouver. The streaming surge has accelerated this blur, with many non-radio users creating their own unique playlists that span numerous genres. ?CHR stations crossover Country Hip-Hop. For Smooth Jazz, what songs are smooth, but also new and groovy? There are many newer R&B, pop, rock, and even country tracks that fit well with the uptempo ?traditional? smooth jazz tracks. In the CD 101.9 demo, SZA, Taylor Swift, Cannons, and Kacey Musgraves fit into each of the above formats, respectively. And they also fit in the new smooth format.* ?Another goal for this station is both a new trend and a strong foundation ? the focus on new music. The recent streaming ? trends have pushed new music faster, with new artists rising quickly, and consumers wanting to hear it first. But this format will also avoid burnout thanks to its deep pool of recurrent smooth tracks. ?A couple of instrumental tracks also go back as far back as the early 2000s. The instrumental sound of smooth jazz started to modernize around that time, so playing cuts from the 1980s or ?90s makes zero sense for this station. This is another reason why the format floundered. Playing ?Europa,? ?Songbird,? or any original-era tracks heavily will make most of the target audience tune out fast. ?While staunch originalists of the Smooth Jazz format may not like it, this formula is the best approach to capture and retain a younger demo while also generating revenue and being anywhere close to successful. The ?new? CD 101.9, with no other competition in most songs it plays, could work if the right owners and right staff came along to try it out.? Here?s the first hour of Nosoff?s format sample: Miguel, ?Sure Thing? The Weeknd f/Kenny G, ?In Your Eyes? Vincent Ingala, ?On the Move? (Instrumental) Lewis Capaldi, ?Before You Go? Brian Culbertson, ?Sandcastles 2.0? (I) Kenya Grace, ?Strangers? Nils, ?Let?s Bounce? (I) Ariana Grande & Troye Sivan, ?Supernatural? Four80East, ?This Time Around? (I) Tyla, ?Water? Cannons, ?Can You Feel My Love? Eric Marienthal, ?Blue Water? (I) Max, ?Lights Down Low? U-Nam, ?Street Life? (I) Victoria Monet, ?How Does It Make You Feel? Poolside, ?Feel Alright? Candy Dulfer, ?L.A. City Lights? (I) SZA, ?Saturn? You can hear a scoped version of Nosoff?s format demo below. You can also stream his Apple Music Playlist here. https://radioinsight.com/wp-content/images/2024/03/CD-101.9-Allan-Nosoff-Scoped-Airchec.mp3JUSTIN WALTERS: MEAN GREEN HITS/YOUNG CLASSICSJustin Walters is a 21-year-old University of North Texas student who has been operating Internet radio stations for more than five years. His current station, the UNT-affiliated Mean Green Hits, is his showcase for a format he calls ?Young Classics.? * ?Young Classics is a vibrant radio format that bridges Oldies and Classic Hits for the younger crowd. It plays hits from the 1990s, 2000s, and 2010s, inspired by chart-toppers like Eminem, Nirvana, the Spice Girls, and Justin Bieber. This concept represents the idea that the best music has already been made, capturing the essence of past decades while resonating with today’s listeners. ?I launched Young Classics at the University of North Texas at the age of 20, aiming to redefine mainstream radio for a younger audience. Our playlist brings together iconic tracks that shaped music history, from Eminem’s rap revolution to Nirvana’s alt-rock movement and the global appeal of the Spice Girls. This format offers a fresh, energetic package that appeals to people in the late Millennial and early Gen Z crowd, such as college students, recent graduates, and young professionals entering the workforce. ?Now, it’s time to share Young Classics with radio professionals and program directors, offering a dynamic new format that resonates with a diverse audience. With its blend of nostalgia and contemporary flair, Young Classics is set to become a favorite among listeners seeking a unique and engaging radio experience.? Here?s a sample hour of Mean Green Hits: Usher, ?Burn? Backstreet Boys, ?I?ll Never Break Your Heart? Tom Cochrane, ?I Wish You Well? Stacie Orrico, ?I?m Not Missing You? Neon Hitch, ?Love U Betta? GARY BEGIN: CLASSIC SONGS & SMOOTH JAZZ; CLASSIC TOP 40Ottawa, Ill.-based Begin?s 40-year radio career has taken him from Providence to Sarasota, Fla., as well as Augusta, Me., to Columbus, Ga., and more. He is the author of Radio Programming and Branding: The Ultimate Podcasting and Radio Branding Guide. He founded Sound Advantage Media in 2010. For the last several years, he?s been offering two formats, ?Classic Songs & Smooth Jazz? and ?Classic Top 40.? ?Classic Songs & Smooth Jazz features great songs from artists like Michael Bubl?, Frank Sinatra, and Diana Krall with a mix of smooth jazz from artists like Kenny G, Manhattan Transfer, Herb Alpert, and more. ?Classic Top 40 is a new twist on Classic Hits. It is a mix of ?lost songs? ignored by today?s programmers, but which are big hits and longtime favorites from the ?60s to the ?80s. Lots of ?oh wows?: ?Poetry Man? by Phoebe Snow, ?You Are Everything? by the Stylistics, ?Sideshow? by Blue Magic, ?Up the Ladder to the Roof? by the Supremes, ?Midnight at the Oasis? by Maria Muldaur, and ?Pretty Ballerina? by the Left Banke. ?Both formats are heavily researched, with certifiable hit music.
